Safer Leicester Partnership’s Achievements to Date
Over the last three years the Safer Leicester Partnership has achieved impressive reductions in crime and disorder in Leicester City. We have developed a vast amount of successful multi agency initiatives and these have all contributed to the achievements listed below.
Between 2003/04 and 2006/07 we have:
Reduced common assaults by 19%
Reduced robbery of personal property by 26%
Reduced domestic burglary by 25%
Reduced vehicle crime by 28%, by reducing:
Theft of motor vehicles by 31%
Theft from vehicles by 27%
Reduced theft from the person by 11%
Reduced theft of cycles by 5%
Reduced criminal damage by 7%
Reduced arson by 48% by reducing:
Deliberate primary fires (property) by 42%
Deliberate vehicle fires by 54%
Deliberate secondary fires (grass, bushes etc) by 47%
Reduced possession of offensive weapons by 18%
Reduced burglaries in business premises by 16%
We have also worked very closely with Leicester Racial Equality Council and Leicester Domestic Violence Forum to increase reporting of racial harassment and domestic violence incidents, both of which are under-reported offences. Increasing reporting of these offences raises awareness of the support services that are available for victims to access.
We have also worked closely with partners to tackle drugs. This has led to an increase in seizures of Class A drugs by 9% over two years, reducing the supply of drugs in Leicester. We have also increased the increased the number of drug treatment programmes available and the number of problematic drug users in treatment.
We have developed strong partnerships between the police, the Youth Offending Service and the Probation Service to effectively manage the most prolific offenders in Leicester, a small number of offenders who are responsible for a disproportionate amount of crime. This has led to reductions in the seriousness of the offences that they commit as well as the number of offences that they commit. Over the last year the number of offences committed by both adult and juvenile prolific offenders has more than halved.
We have worked very closely with partners to promote the support services that are available for all victims and witnesses that have experienced any type of crime. In the last year alone Leicester Witness Cocoon and Victim Support have contacted and offered support to over 9,000 victims and witness in Leicester.
How we did it:
The following is a list of just some of the initiatives supported by the Partnership to achieve our targets and make Leicester a safer city:
Domestic Burglary:
The Feel Safe Project - work to ensure that nearly 12,000 homes are provided with an adequate number of secure window and door locks to deter burglars and make homes more secure.
Smartwater - 7,000 households provided with property marking kits so that if property is stolen it's owners can be identified by the police once recovered.
Memory Aids - to prevent distraction burglary and doorstep crime by reminding residents to put their chain on before opening the door and to check for identification of unknown callers.
Vehicle Crime:
Vehicle Security Kits - to improve car security for residents in hotspot areas.
Rat Trap Car - used as a decoy by the police to successfully apprehend perpetrators of vehicle crime.
Vulnerable Vehicle Fixed Penalty Notice Campaign - police notices left on cars to alert car owners as to when they have left property on view in their car.
Robbery:
Personal Zones - marked in front of cash machines to make customers more aware of people standing too close behind them, possibly copying their PIN or preparing to snatch their purse or wallet.
Hotspotting - targeted police special operations in robbery hotspot areas, those experiencing a disproportionately high number of robberies.
Secure Environment - trimming back hedges, improving street lighting, installing CCTV, etc in hotspot areas to prevent incidents and increase the visibility range of CCTV cameras.
Violence:
Violence and Disorder Team - a special team established in the police to provide early intervention tactics to situations before they become violent.
SOS Bus - operated in the city centre on Friday and Saturday nights by the St John's Ambulance to provide first aid and act as a central contact point for assistance.
Late night bus service - runs on weekends to assist visitors in getting home safely from the city centre.
Street Pastors Scheme - volunteers who patrol the city centre on Friday and Saturday evenings to pacify situations and reduce violence and disorder.
Domestic Violence :
Awareness Raising Campaigns - publicity material produced in various languages carrying key messages and details of how to access support.
Preventative and educational sessions - to help young people to build positive and healthy relationships.
Perpetrator programmes, a domestic violence helpline, children's projects, and refuge places for those fleeing domestic violence.
Racial Harassment:
Racial Harassment Monitoring Project - promote increased reporting and monitoring of racial incidents.
'Rights Cards' - for refugees and new arrivals, in seven different languages, about what racial harassment is and how to report incidents.
"I ain't racist but...." toolkit - for delivery of programmes addressing racial harassment in schools.
Caseworker - working directly with victims of racial harassment to support them through court cases and inform them of other agencies that can offer them support and advice.
Anti-Social Behaviour;
ASB Monitoring Project - increase reporting and recording of incidents.
Together Campaign - dedicated helpline set up for reporting ASB.
Environmental Action Days - inspections carried out in areas to address environmental issues that could lead to crime and disorder occurring, for example removing abandoned cars to prevent arson and also improve the environment.
Leicester Anti-Social Behaviour Unit - a specialist team established to investigate and resolve complaints of ASB.
Drugs:
Drugs Intervention Programme - drug testing of offenders in police custody to get then into treatment and away from crime.
Implemented a Young People's Substance Misuse Plan and provided a specialist worker to work with young offenders in addressing the misuse of alcohol and drugs.
PORT Project - increase access to drug treatment, support, and advice for substance misusing persistent offenders.
Victims and Witnesses:
Victim and Witness Service - supported with Partnership funding.
Victim Liaison Worker - supports young victims of crime and provides them with the opportunity to take part in a restorative justice scheme.
Victims & Witnesses Strategy - developed to identify and close gaps in services.
